NEW YORK CITY, NY, Tuesday, June 15, 2010 – Tears of joy, tears of pain – an exuberant but bone weary 17-year-old Jazzy Jordan crossed the finish line about 1:30 p.m. Eastern time today in front of the ABC News building in New York’s Times Square. The finish completed a 3,159-mile journey that Jasmine started running last Labor Day in California.

MVC Calls on Customers to Wipe Out Surcharge Debt

Noting the negative impact that debt and the inability to legally drive can have on a person’s life, New Jersey Motor Vehicle Commission (MVC) Acting Chief Administrator Raymond P. Martinez today announced the creation of the MVC Surcharge Payment Incentive Program. The program, which will run June 15 through July 30 2010, is designed to help those MVC customers in judgment address their motor vehicle surcharge responsibilities.

Diesel Jumps As Fuel Prices Hit New Highs

U.S. fuel prices broke record highs Monday following the Easter holiday weekend and new reports pointing to signs of an economic recovery; diesel was no exception. Trucking's main fuel jumped 7.6 cents this week to a high of $3.015 a gallon, breaking $3 for the first time since November 2008, according to the Department of Energy.

NJDOT to resurface I-295 northbound in Salem County

DEP Reduces Opacity Cutpoints

On April 3, 2009, the Department of Environmental Protection (Department) adopted amendments to N.J.A.C. 7:27-14, Control and Prohibition of Air Pollution from Diesel-Powered Motor Vehicles, to reduce the opacity cutpoints, strengthen the visible smoke standard for diesel-powered trucks and buses, and clarify the rules' exemption for emergency vehicles. The adopted amendments affect all heavy-duty diesel-powered motor vehicles, except United States Environmental Protection Agency (USEPA) regulated marine vessels and trains. The Department adopted the amendments in order to encourage increased diesel engine maintenance and repairs, thereby reducing the amount of particulate matter, and other pollutants from diesel exhaust released into the ambient air. In addition, the Department is amending N.J.A.C. 7:27B-4, Air Test Method 4: Testing Procedures for Diesel-Powered Motor Vehicles, specifically N.J.A.C. 7:27B-4.5, by phasing out the alternative opacity standard.

Fifth Hours of Service Listening Session Announced

FMCSA has announced that it will hold a fifth public listening session (in addition to the four sessions held in January 2010) to solicit comments and information on potential hours-of-service (HOS) regulations. Specifically, the Agency wants to know what factors, issues, and data it should be aware of as it prepares to issue a notice of proposed rulemaking (NPRM) on HOS requirements for property-carrying commercial motor vehicle (CMV) drivers. This session will be held in the Louisville, Kentucky area in conjunction with the Mid-America Trucking Show. The listening session will allow interested persons to present comments, views, and relevant research on revisions FMCSA should consider in its forthcoming rulemaking. All comments will be transcribed and placed in the rulemaking docket for the FMCSA's consideration.

U.S Transportation Secretary Ray LaHood today announced federal guidance to expressly prohibit texting by drivers of commercial vehicles such as large trucks and buses. The prohibition is effective immediately and is the latest in a series of actions taken by the Department to combat distracted driving since the Secretary convened a national summit on the issue last September.

Truck-involved fatality rate declined 12.3% in 2008

The trucking industry is safer than ever, according to truck Vehicle Miles Traveled (VMT) figures released Wednesday, Jan. 20, by the Federal Highway Administration, as well as previously released National Highway Transportation Safety Administration data on crashes. The truck-involved fatality rate in 2008 declined 12.3 percent to 1.86 per 100 million miles from 2.12 per 100 million miles in 2007. This decline marks the largest year-to-year drop ever and the fifth consecutive year the fatality rate has improved.

In preparing comments for the Federal Motor Carrier Safety Administration's (FMCSA) public listening sessions to be held this month, meeting participants should consider the following questions about possible alternatives to the current Hours-of-Service requirements. The scenarios are merely set forth for discussion. The FMCSA will not necessarily include them in a Notice of Proposed Rulemaking (NPRM) but would request similar information and data in an NPRM. Answers to these questions should be based upon the experience of the participants and any data or information they can share with the FMCSA.
